an unknown mobile data usage entry is found in my account.
The data used was recorded around 3:00 am in the morning when I was sleeping.
The "cellular data" of my phone setting is always OFF whenever there's wifi.
To avoid doubt, there's no way that an application update would be initiated by itself, especially for the size of 200MB which would ask for permission if the phone is not on WiFi.
Can I speak to a Public Mobile Agent about My Account?

If you are referring to the data usage which displays on your Usage History in self-serve, this populates twice daily, in approximately 12 hour increments.
It's simply Public Mobile totaling all the data consumed within the preceding 12-hour period, and displaying the value twice daily. It does not mean that it was all used at the time it was entered.
Good question though, and understandable why that might cause you to question things.

is look your device has one app is on,
Managing Your Data Usage Here to save your data,
are you sure your turn off background data,
take a proof photo of your device and send Private Messages to Customer Support Agent.

you could try to figure out what was the cause of the mobile usage by going into your phone's setting and check which app used data.
There could be a case when your phone is doing update but WiFi was cut off coincidently during that period.
