I've been using my work phone for the last week, and discovered today that my personal phone somehow glitched/crashed on the charger a while back.
Restarted and it works fine. But apparently Public Mobile sent me a 5169 MMS three times on Monday. Twice again on Tuesday. Again on Wednesday, Thursday, Friday. Must be important, eh? And apparently these have all expired or something, I'm no longer able to download and view them.
MMS is working, just tested sending and receiving a couple photos. Signal released an update so I had to recompile/update it again ... maybe that's what crashed it while unattended.
But these Public Mobile MMS photos are still lost. What did I miss?

I have 3 accounts. Main, data, dormant. The main has 1 referral, data has 3, dormant none. I'm currently using the dormant. The data one is on self-suspend so I wouldn't know if it received the promo. But the others did.
I'm shortly going to try out an online instant top-up on that dormant account. The number originally came from Telus so we'll see what it does. I'll try doctorsim instead of xoom since we already know xoom might have issues with ported in numbers. Unless others have experience with these systems or knowledge of others. But that's it for testing the dormant account as it's been almost 60 days for the data account.

I don't have many referrals on this account. Boss pays my phone bill so I haven't been aggressive about referrals, I keep giving referrals away to one of my referrals, lol.

Do you not have many referrals? I'm making an educated guess that you recieved the bonus referral credit promotion as shown by @Anonymous . You can confirm this by contacting the moderators as only a select group of pm customers have recieved the one time $20 promotional offer.

Maybe text and image? Both in the same MMS msg, both explaining what the notification is about. So you can enjoy the nifty marketing graphic if MMS works (and your cellular is active), you can still see what it's about if MMS doesn't work (or you missed the realtime opportunity to receive it).

Or maybe I got a court summons?
I have no idea. I have no idea why they prefer MMS - it often causes problems with some users - this time it caused problems for me - plain SMS would avoid all these problems.

5169 should be just promotional message.. shouldn't be important one (won't be account related) I believe..

No idea why it shows up so many times in your log. But it's likely the $20 referral bonus offer that went to selected accounts (likely with only a few referrals). It came from 5169...
