My brother lost his public mobile SIM card, he bought a new one but he wants to activate and keep same phone number. He is currently offline and I want to help him since I have all his details. Can some guide us asap.

Are you saying that your brother doesn't have a Self Serve account? The only way that could happen would be if he activated at a store might never completed the step of creating the Self Serve account. A customer support agent would need to finsh that off. If he can log in to his account he can Change Sim.
Profile / Edit Account Info / Change Sim Card Number
