I just pay for the plan, but now I no longer need it and I want to get the refund. I have not activated it.

PM is a prepaid provider and usually do not provide refund

However, if you just subscribe and account not fully activated, they will usually able to help.  Please message PM support and work with them on a solution:

**Monitor your Community inbox (envelope icon on the top right) after ticket submitted, CS Agent will reply to you there

Public Mobile is a pre-paid service so you likely won't get a refund. Just don't activate it if you don't want service.
