I got a new public mobile SIM yesterday on my android (samsung) and already bought a plan with 20GB data. Texts and calls work, but mobile data does not. How can I diagnose the issue?

I just tried these and it still didn't work. Then, I did a nice simple restart and it worked. Maybe it was the combination of the 2, or maybe it was just the restart that fixed it. So I'm not sure if to mark yours as the accepted solution. 😅

what model of phone do you have?
make sure Mobile Data is turned on, then try to Reset Network Settings on the phone
Also, try changing the network mode and test, try 3G, 4G/LTE
