@Myles, as others have mentioned, Public Mobile plans can only be used in Canada and USA.
Best bet is to get an Ireland SIM, they offer cheap prepaid plans.
With data or wifi, your son can use free texting & calling apps like Textnow or Fongo, as mentioned by @Triguy. Or you can stick with your usual Skype, Facetime, Messenger, WeChat, etc.
Also if your son's phone permits and depending on his needs, you may also opt for an eSIM plan from Canada.

You will have to add 00 1 353 his number to call or text him.
Apps like Hangouts or Whatsapp may be easier on Wifi, and you can text, call or video chat.

You can send and receive international texts on any of the plans that have text. The only catch is, your Son won't be able to use a PM SIM there, but if they have a Ireland SIM they can text you.

As long as you have a Public Mobile text plan, you can recieve texts from anywhere, as long as you're in Canada.

PM does not offer roaming except in The US. If your son has access to wifi then apps like TextNow & fongo allow texting.
