@Myles, as others have mentioned, Public Mobile plans can only be used in Canada and USA.

Best bet is to get an Ireland SIM, they offer cheap prepaid plans.
With data or wifi, your son can use free texting & calling apps like Textnow or Fongo, as mentioned by @Triguy. Or you can stick with your usual Skype, Facetime, Messenger, WeChat, etc.

Also if your son's phone permits and depending on his needs, you may also opt for an eSIM plan from Canada.

Hi, He will have to add 00 1 (or +1) before (areacode)your number  to call or text you. 

You will have to add 00 1 353 his number to call or text him.

Apps like Hangouts or Whatsapp may be easier on Wifi, and you can text, call or video chat.

@Myles You will be able receive text from your son or anyone around the world for free under any plan of PM. No extra fee needed.

@Myles You can exchange texts with people anywhere is the world, as long as you are in Canada. But if he has Public Mobile he will not be able to text you from Ireland. He would need to get a SIM card and plan or phone card while he is there.

You can send and receive international texts on any of the plans that have text. The only catch is, your Son won't be able to use a PM SIM there, but if they have a Ireland SIM they can text you.

@Myles  As long as your son can send international texts as part of his plan you should be able to receive and send texts to Ireland.

As long as you have a Public Mobile text plan, you can recieve texts from anywhere, as long as you're in Canada.

PM does not offer roaming except in The US. If your son has access to wifi then apps like TextNow & fongo allow texting.
