I have the $34 US-Canada plan and it works quite well as far as data and texting goes in the US. But when I try calling in the US it switches to 3G network and they have shut down most 3G there so I can hardly make phone calls. I have data roaming on LTE but it still hardly will make calls. Is that a Iphone 7 capability problem or could it possibly be that my old PM sim card ( Purchased around 4 years ago ) isn't capable of VoLTE?

@Verbal Unfortunately for iPhone to work for VoLTE with PM US roaming it needs to be an iPhone 8 running ios 16 at minimum. Your options are to try and connect to T-Mobile's 2G network where it still exists if the phone will drop down to 2G, or use a voip app like Fongo or TextNow which will work on the phone's data since data and texting will still work.

T-Mobile still has the 2G neteork for voice
try changing to T-Mobile and test the 2G network. you might also need to change the network mode to 2G as well
