Please provide an option for incoming text messages roaming (even outside of USA) as many of our security questions or 2 step verification questions (Google, Apple or banking websites) send security alerts or codes via SMS text messages to mobile phones registered. This is highly rerquired for people who go on vacation (outside USA)

@Michael77 can't disagree with you there! The problem is, there is of course a cost associated. So until/unless PM offers roaming add-ons for destinations other than the US, I doubt we'll see them offer up incoming text while outside of Canada or USA. My theory is that they do this for the US likely (IMHO) in hopes you'll spend the money on at least us roaming text add-on so you can respond to your incoming messages, now that you now you have received some. They have little incentive to eat the cost of delivering you those same inbound messages while you're elsewhere in the world unless again they hope you will buy <some sort of future international roaming add-on>. Maybe one day! Hard to say.

Does anyone get incoming text on vacation in Europe? I am more concerned with non receipt of text alerts on credit card fradulent usage.

You should really move your Google account over to using Google Authenticator (or even better, Authy) instead of SMS 2FA. SMS 2FA is not as secure, and due to things like this, not as convenient. Whenever possible, use Goole Authenicator (or again, much better: Authy, a 3rd party Google Authenticator app with sync across multiple devices and so on).
EDIT: in the Google case, they're going to start trying to nudge people over from SMS to GA for the reasons I mentioned:

pop sim into an old android phone. Install smsforwarding app. leave old phone on and in canada. You can forward to email or fongo number.
you can also forward your calls to your fongo number.
Fongo will work on wifi or if you get a local sim with data
