I referred a friend on Sept. 27th, 2019. The recent promotion says both he AND myself get a $10 credit. He has gotten his credit, and I have the loyalty $1/month in my account for his referral. However, I have not received the $10 credit I get for referring him. Maybe this is a new process, and not working just yet. Can anybody help?

Yes, you are correct. I did not read the fine print.
My friend activated the $15/month plan, so did not meet the requirements for the promotional credit. Thank you.

Which plan did your friend sign-up for?
The requirements were $25+ plan and on-line activation.
If the requirements were met, your friend would have received $20 (instead of $10) and you would also get $10.

Your friend must activate online and the plan must be 25 or higher. The friend would get 20 and you get 10+1
If indeed it was online activation with plan higher than 15, your friend should contact moderators with the details. You can try too but most likely they'll tell you to ask your friend to do it
