I just became a new subscriber and own an iPhone 15 Pro

I can’t make any out going calls on my phone. Everything else works and people can even call me on my iPhone but I can not call anyone

make sure you removed the old provider sim card, or if the old one is an eSIM, disable it.  Make sure Public Mobile sim/esim is the only active one and set as Primary)

then try Reset Network Settings on the phone and test calls again
