I have to add +1 when I dial or it says number is not in service.

When I call numbers from my contacts, I get a recording saying the number I have reached is not in service. If I call the same number and add +1 it works.

 

I have been using this phone and Sim card for years without issue. I have tried restarting my phone. And changing my network from LTE to 3G.

It may be caused from the roll out of the VoLTE service.

In this help article, it does mention using +1 while roaming for calling.  Maybe some customers need to use that for local call too.  Need further clarification from PM.

Sometimes you have to add +1 to Canadian number. For some regions that is normal.
