You can get some decent smart phones at Staples : 

ZTE Grand X Smartphone, Unlocked, White

Motorola (XT1064) MOTO G 2nd Generation Smartphone, 8GB, Unlocked

I think the Motorola is the nicer one.. but both are bigger than 4 inch. And both should work with Public Mobile. 

You may also want to find  a Nexus 5, I use that on public mobile and I have no complaints so far.

To use on Public Mobile network, you can purchase a locked phone to Telus/Koodo or an unlocked one from Staples.

If you are looking for a cheap price, Kijiji would be the cheapest place.
