First day or two after activation my imessage would act weird. Wouldn't send, i kept getting the 611 message about "no messages outside of canada". But today is day 3 or 4 , and so far no problems.
But i'm very positive you gotta a) have data b) iMessage turned on c) set up settings exact way as mentioned in Community
