The phone is compatible (radio hardware, operating system, etc).

But only carrier-unlocked (or Telus-locked, or Koodo-locked) devices will work with Public Mobile SIMs. If the phone is locked to any other carrier then it won't work until they unlock it.

And the phone cannot be blacklisted (reported as lost/stolen/etc).
