I don't know why I can't receive or make phone call when I'm outside Quebec.
My plan is free talk Canada wide.....

I even change the phone. with the same SIM card. When I go outside Quebec province. I can't received and make any phone call. Is there any problem with my account or my plan? I had this issue many times when I was travelling.

Try reboot your phone first
If that does not work, try to click Reset All networks or Reset network settings on your phone
