Moved my number from Petro Canada Mobility 24 hours ago. I can call, send texts & have data but I cannot receive calls or texts on my iPhone SE . Submitted a ticket... Voice calls go directly to voicemail, texts aren’t received at all. All settings are as directed. Rebooted- removed sim etc. Still no success...

Sounds like your port is incomplete. You will need to wait for a moderator's response.

Looks like stuck port. Usually mobile ports should be completed within a few hours. You could try your old carrier SIM card for now until moderator helps.
