Other services work to a certain extent. I can phone out. Get data. But receiving calls no. Sms messages are hit and miss

Did you just ported your old number over to PM?
If you did, did you reply to the text confirming you are porting over to PM with your old SIM in the phone?
You have 90 minutes to reply or porting will be cancelled and need to contact a CS_Agent to restart the porting process.

When did you port your number?
Did you check if your account is active?
Did you follow exact steps to port number? Leave Old SIM in a phone, reply Yes within 90 minutes, etc.?
Does other services work? SMS/Internet?
