OP had the answer on phone itself and the solution is to contact a CSA.
Bought on eBay. Should have done an IMEI check for lock and selling carrier that I offered.

Says the phone was locked by Public Mobile. Lets say that is true, although highly not, then ask PM to unlock it.

@CountyDownIeUk- You're contradicting yourself. PM will unlock it only if Telus or Koodo locked it. PM would not have locked it. PM will not unlock it if it's locked by another provider. I'll accept being corrected if this might be a quirk of the Apple world.
But yes answers from the customer are always needed for us to be of any further help. It can be frustrating when they aren't answering. But of course people have lives to live and they might be able to find a few moments to deal with things once they have a moment.

What does it say in Settings, General, About, Carrier lock?????
All phones purchased in Canada after Dec 2017 are to be unlocked. All iPhones from Apple store are/were unlocked before and after Dec 2017 as well.
PM Can unlock it!!! But don't ask until you answer the above in red!!! The original selling carrier of a locked phone is the one to contact to unlock and if you bought it from PM....they will. Apple will NOT unlock.

Maybe if @CalgaryBen is still around he could post how to see who an original locking provider is on an iphone...if possible. Did you buy it out of the states? Or did it come from Canada? If from the states that could be yet more trouble.

So is your sim Active ? Can you try putting sim in a different unlocked phone to see if it works...then let us know.

I assumed you got it from PM. Make sure it's not been blacklisted or reported stolen somewhere.
I'd never recommend buying a used phone off of eBay. PM has some "decent" deals on the website. What makes them decent isn't the price so much as the warranty is good.

my suggestion where from you buy it send to seller a message to unlocked for you or return it,
and buy it for retailer canadian store

2. I can give a an IMEI check to verify.
3. What does it say in settings, general, about
No SIM restrictions, means is unlocked.
4. If your iPhone is truly carrier locked, contact a CSA and they will unlock it.

HI @kungvin71 Open ticket with PM CS Agent to sort it out. While most phone sold by PM should be unlocked, but there could be some missed.
Again, you got the phone from PM directly, right?

No good because the other day, I went to a dealer and try to put the Public mobile sim card into it. it give a restriction message and does not accept the sim card

Yes, if you want to check , open a ticket with PM Support to arrange for unlock:
at : https://publicmobile.ca/chatbot. Follow this to get to ticket open screen quicker:
start by typing : Contact CS Agent
then Click "Contact Us"
then Click "Other"
finally Click "Click here to submit a ticket"
you will then direct to another page to open ticket.
After ticket is submitted, make sure to check your Community Inbox(top right corner envelope icon) periodically for response from PM's CS Agent
If you have problems submitting a ticket, you can also send a private message to the CS Agent (but this can take longer):

phone sold by PM are all unlocked. And EVEN it is not, they are Telus phones and can be used on PM without unlocked.
So check it to confirm if it is unlocked:
On the iPhone, Open the Settings app,
Scroll down and tap General, then Tap About.
Scroll to the bottom and look for Carrier Lock
if you see this, then it is unlocked

Those phones are sold Unlocked. What makes you suspect it's locked ?
