Yes it does. It's supposed to be an upgraded version of the $50 plan. The wording for Unlimited Canada/US Talk & Text is supposed to mean your phone can be used in both Canada & USA.

Use "011" + "86" + 10-digit phone number (including area code)

If it's not working from your contact list,
manually type in the recipient number on your texting app.

All the current PM plans (that having texting) include International texting.

As long as you know the receivers cell number type in the same calling numbers of the phone as you would a voice call and text...as far as I know... but I don't know anyone there so I could be wrong.
