How do I port out my number to another carrier if I am outside of Canada and can't receive SMS? So I don't receive any confirmation messages sent by Public Mobile.

It will be difficult to accomplish from previous reports on the forum. Since customer service agent help is not immediate or live, it takes 1-2 hours for CSA to respond to each message. Also, you are likely in a different time zone and would need to coordinate with the new carrier to initiate port at a certain time. It was a frustrating experience with other customers in the past.

If you port out from PM then you HAVE to reply to SMS sent by PM authorizing port out.
If your phone is not with you (stayed in Canada) somebody else can reply Yes otherwise it has to wait until you are back.

it is hard and it might not be done without help from family or friends in Canada
you can check with PM CS_agent and see if they agree the port with your verbal approval. Please open ticket with PM support:
But if they insist a sms approval is needed, then you will need to find a trusted friend or family member, ask them to get a PM sim card in Canada and you change the sim card number to it. Then initiate porting with your new carrier, and ask your friend to get the Porting Authorization text on the new sim card in Canada and reply Yes for you
