Which plan are you on presently?  If you are on the $15 or $25 plan, there is a higher possibility that a customer service agent may change plans for you. YMMV. No guarantees. If you are on a higher priced plans, it is unlikely that a CSA will change.

that is a plan for new activation only.  

Yes, some asked and got it, but also some asked and got declined.  You can try to check with CS agent but there is no guarantee.  please submit a ticket with CS Agent here:
