How can I block scammer using VOIP internet rotating numbers?

I'm being harassed 30 X day by this guy with a heavy accent.  I answered the first time and its a ploy to get lost crypto account money back to me.  I know its a joke as I never had that much crypto and he wants to go into my canadian bank to help me.  That's the red flag!  But he wont stop calling and calling.  I never answer anymore but I know its him because the area code is 905 every time and prefix 668 but rotating numbers.

Here’s what I do. I have the best contacts list that I can do … with both friends and enemies. 
I then set up my phone to only accept calls from my contacts list. And your phone will not ring, call will show in recents and voicemail is allowed. No answering should stop the calling.

WHY are you picking up every call????

If you do NOT recognize the number or number is Not part of your address book to show you the name let it go into voicemail.

Those who REALLY need you will leave voice mail.

I know it's hard to change habits, but here's a suggestion that is of value. Unless you recognize the calling number...DON"T answer the call. If it's a legit caller, they'll leave a message and you can call back if you wish. Once the bad guys know that you answer any caller, well...you know what happens...they keep haranguing you. Using this suggestion diligently...those calls will subside and eventually just stop after a couple of weeks. I might get 1 or 2 per month now. ...and I don't answer. This suggestion will work if you stick with it....good luck.

hi @Patriciae 

for text, your text app will be "smart" enough to put many of the spammers' texts to the spam folder

for voice, you can activate "Silence Unknown Callers" feature on the phone and answer (ring) only those numbers on your contacts

but sorry, this is as much as you can do

you can't.  Those scammers use Caller ID spoofing, and pretend to be calling from valid numbers, you cannot block them all
