I’ve just tried to use my iPhone as a hotspot (having done so many times - including today) and it now says contact PublicMobile to enable!!!
Why? It was enabled!

your iphone hotspot ever work? or just first time testing it?
Check this
on your iPhone, go Settings -> Cellular -> Cellular Data Network -> PERSONAL HOTSPOT / APN -> sp.mb.com (or isp.mb.com ). Leave Username and Password blank.
Also, check Settings --> Personal Hotspot --> Allow Others to Join is set accordingly

Try enabling Bluetooth and WiFi at the same time then connect to the Hotspot.
I had to do this to connect my iPhone 8 that isn’t on any plans or carriers to my iPhone 14 Pro to use the iPhone 8.
