Gaining access to Plans not listed for new subscribers

I saw in another thread a couple of 4g plans like $19/2GB and $20/3GB. These would be ideal for my mom as she uses between 1 and 2gb usually, making the normally listed $19/1gb plan not *quite* enough for her to switch.

That thread is here: https://productioncommunity.publicmobile.ca/t5/Get-Support/New-offer-19-2GB/td-p/1322481

My question, is there any way i can gain access to these for her? From my understanding you can't usually downgrade plans very easily, but if i subscribe her to the $19/1gb plan, will i immediately see the $20/3gb become available to upgrade for her next renewal?

@KyleMcW

My advice for your Mom is to subscribe for the cheapest plan that is currently available to her as a new activation, even if it is only $19 1GB 4G.

Obviously, I cannot guarantee that the $20 3GB 4G plan will become available to her. But she has to be in the game to play.  Once she is a subscriber, PM will usually entice her to upgrade to a more expensive plan even if it is one or two dollars more. On the other hand, if she were to subscribe to a higher priced new activation plan, It is unlikely that PM will offer her the chance to downgrade to a cheaper plan.

Take a look at my other post where I have provided screenshots of the change subscription plans which are currently available to me. YMMV.
