New number and account. Calls fail yet I see phone number of person trying to call me. I have restarted phone, tried airplane mode on/off/on, removed SIM card and reinserted. Account active. Unable to phone out to. Says please check the number and try again no matter who I call. Other person on phone sees the incoming call and disconnects immediately when they answer.

could be the transfer of your old number to Public Mobile wasn't completely successful. Check the little envelop icon on top right side of the page...I sent you a number to call to re-do the port process.

what phone do you have?
did you try Reset Network Settings? and did you try your sim on another phone?
and mobile data works, just not voice call?
it could be a problem with the activation. So, you will need to have PM support agent to check the account. Submit a ticket with CS Agent using Chatbot here:

Type the question "Submit ticket", Then click the following in order: "Contact Us" , "Other", "Log In".
