I get that reminder at times when just getting too close to the US border...like driving threw Grand Forks BC. or getting to close to the Detroit River in Windsor Ont.
Try to take it as a mild annoyance !

Its a regulatory requirement as per the WCC (Wireless Code of Canada).

HI @Takk_time018 this is normal behaviour with all carrier when you are in country that they offer Roaming
What you need to do is to simply turn off Mobile mode or turn on Airplane mode (For most phone, after you turn on Airplane mode, you can go back and turn on Wifi). That would stop your phone from trying to connect to a roaming carrier and hence you wont' get the text bugging you to buy roaming add-on
