December signup $25 promotion

I have a friend who was going to switch 2 lines to Public mobile and hoping to get the $25 sign up bonus, plus the christmas freebees. His new sims did not arrive till Dec 15, they were ordered on Dec 6. Is there a way he can still get these deals.

The holiday gifts are available until December 31st. Public mobile has been running $25 bonus referral credit promotions almost twice a month so I highly suspect there will be another one right around Xmas.....
