Also try changing the network to 3G (or UMTS/WCDMA/HSPA). Maybe you have very weak LTE where you are. Does the data work better in other locations?

Try resetting your network settings. Can you try your SIM card in another unlocked phone to see if there is an improvement?

How long has it been like this? What plan do you have and what does your data meter show in your self serve account?
Have you checked the Telus outage map to see if your area is affected?
