I have paid the account balance and it is on my account but not applied to the bill so now

Perhaps you're thinking of pay as you go that just adding money makes it work. This is a prepaid service. You pay for 30 days up front.
So you can: 1. buy add-ons to hold you over until renewal. 2. change plans immediately to a different plan. 3. ask support to renew your plan early.
2 and 3 will not prorate what you already have.

Were you purchasing a data add-on to supplement you to the next renewal -or- were you looking to change plans on an immediate basis to restore data functionality?
Keep in mind, renewing immediately doesn't enable you to pro-rate any time left on prior cycle. You basically start the cycle anew.
If you require customer support, here's how:
To contact a Customer Support Agent, there are 2 methods:
- Use the ticketing system for a faster response time. Click here and type Customer Support Agent, then select Contact Us, then select Other (or the topic that more closely matches your request). Click the result which states Click here to submit a ticket and follow the prompts, or,
- Send a private message to the Customer Support Agent by clicking here You’ll need to be logged into your Community account for the link to work.
Watch for their response in your Community private mailbox which will be indicated by a number on the small envelope icon to the left of your Community avatar.

Used all data up before monthly renewal. Paid the money and now it says available but it's not applied to the account

Check on your phone setting to see if Cellular Data is enabled. What is the make and model of your phone so we can help you with the settings.

@Georgia07 everything else work but just not data. Did you pay to renew a suspended service? or you are paying not because data are all used up and you try to renew the account early to get new set of data?
Can you login to My Account again and confirm what is the cycle start date? And check Payment History to confirm how PM system used the money

Do your other services work? (calling and texting)
When you log into self-serve, what is displayed by way of account status?
You may only need to reboot device, reset network connections, or toggle airplane mode on/off to get things going if you added funds to your account sufficient to renew the plan.
