Hi, I have a $15 unlimited call and sms plan. Should i keep data off on my phone? Will data work without purchasing a data add-on and what will be the cost?

You don’t need data enable if you are just sending SMS text but you will need data if you are sending MMS with photo attachments.
If you have the old $15 plan with 250gb of data. Leave data disable unless you are sending an MMS but if you are on the new $15 plan with unlimited calling and texting. You will need to purchase a data add-on.

@seekeroflight The plan you have allows you to send and receive MMS such as pictures, voice files, attachments, and so on. In order to make use of this feature, you will need to turn data ON on your phone, even if you don't have a data allocation. You will not be charged or penalized for it, since as @hTideGnow says, you must pay ahead of time anyway.
That may seem counterintuitive, but that's how it works.

PM is prepaid carrier and you need to buy before you use
if you don't have data in your $15 plan and you don't have any data add-on, the phone won't be able to access Mobile data. Therefore, it does not matter to keep the data toggle on or off. But it is always a good habit to keep if off 🙂
