voice calling in vehicule

Why when making a local voice-call in vehicle I get a reply saying I'm out of minutes

When making hands free calling, I get a message that I'm out of minutes even for a local call I can receive a make hone call from vehicle

As long as the calls go through both sending and recieving...just ignore that message.

But what happens when you call just using your phone (while in vehicle)?
