I just activated my SIM card and transferred my number to Public. Now I can make calls and send messages, but can't use data. Sometime photos are not able to be sent or received. Does anyone know the reason and how to deal with this problem?

What kind of phone do you have? Data needs to be turned on to send / receive MMS.
If it's an android check your APN settings. Add these
Save and reboot phone then try. If they don't work add these.
