Service was disconnected because of no payment. Visa claims that the payment was made but PM claims that payment was not made. Service still not reconnected. Not sure how to resolve this issue.

Try rebooting your phone by powering off then back on to see if that helped.

Get a copy of your of your visa showing that it was paid and send it to them that proves that you paid them. You will need to open a ticket to contact them. Give them whatever information that they may need with it as it's takes forever to get a response from.

are you talking to PM support agent via ticket/message already? Since it is payment problem you need support agent to investigate and check.
You have to confirm with credit card if the charge was pending or completed charge. You have to ask support agent to check if that credit card charge was to the correct PM account (Maybe you have more than one account with PM ??)
