I know the LD add-on does not allow us to call the philippines so I was going to order home phone from Carrytel for one of my PM referrals, its $4.99 a month and they charge you 16.9 cents per minute to call a Philippines mobile number. 011-63
Is there a cheaper way than 16.9 cents? (for mobile calling, not landline)
Apparently most of the calling cards have a "connection fee" but sometimes you get disconnected 5 or 6 times during a conversation (since reception in the village is terrible) and have to call them back resulting in $5+ of just connection fees for 1 conversation so thats one thing to take into consideration.

He has determined Lyca calling card is 100% no fees no expire and recently changed from 17 cents to 12 cents per minute, its the cheapest options. Saves a couple CPM and does not require the 4.99/9.99 monthly fee of home phone.
Using video chat / facebook calls etc does not work for them because they have no data and in the village they barely have cell phone signal (dropped call rate is insane) they are literally right beside a mountain / in a valley depending on how you look at it.
@ooakosiryanbased on the usage it will be better to go with the calling cards but that is an incredible option for those with high usage

If you have data best route would be using some app like whatsapp to send messages and make voice or video calls.

Do the people you are calling have smartphone data plans? If they do, as with the suggestion earlier, there are ways to have voice calls with people for free. A few more ways would be via Hangouts, Viber, Facebook Messenger, Whatsapp, Skype, etc.

Your referral could try using G3 Telecom's Philippine Rate. It can end up being orders of magnitude cheaper depending on their on their typical use (see below calculation for a price difference of over $360/mo if they use 2000mins/mo). Basically, they pick a pre-paid plan, and then they just dial an access number before the phone number. With this, they can call anyone on PLDT, SMART, or Sun Cellular networks in the Philippines for as low as 1.3 cents per minute if they use up all the minutes. Here are the plans:
Under the Carrytel plan you mentioned, 2000 minutes in a month would cost about $393 ($4.99 + $0.169x2000). Under G3 Telecom, them same 2000 minutes would cost $26. In this specific case of a heavy user, G3 Telecom would save them $367/mo.
For a regular user, the 15-day plan with G3 Telocom would work best. It would get them 1000 mins every month for $21 total. If they happen to be a super-heavy user (makes an hour-long phone call to the Philippines every day), then the 30-day plan is better (only an extra $5 to double their minutes to 2000), although it would be a waste of $5/mo for most people, as 1000 minutes is already quite a lot!

Robert, if you are looking for a penny per minute type solution, I don't think there are any. I looked into google voice/hangouts and the cost is 12c/minute. Very often this is one of the cheapest options. If your anon friend thinks this is too much, then I suggest using app supported calling solution which consumes data, either WiFi or cellular. I am partial to hangouts. It works great. Whatsapp is another option.
