I have been reading contract and its unclear 

So is there roaming charges while I am in Mexico ? The  offer is USA  Canada and Mexico

when you do decide to activate a new Public Mobile account...I'd suggest you take a temporary number to start with. Then when everything is up and running as expected...initiate a transfer of your number from old provider to Public Mobile. Just don't cancel you old account...it'll deactivate once your number is successfully transferred to new Public Mobile.

Yes,  you can port the number into Public Mobile (as long as it is a Canadian number).  

Make sure the current number is active with a Canadian provider.  Then download PM app and  login, use the PM app to subscribe.  After payment step, it will ask you the phone number, choose to bring in your own number and provide your old carrier account number (please do not use IMEI as the porting number info)

if you have a Canada-US-Mexico plan, you can call all 3 countries while you are in Mexico with the same phone number, and you can receive calls there on the same phone number too

absolutley no extra charges or overages other than your regular plan costs. Make sure to enable roaming to use data when away.

the page of the conditions is one page for all plans, so not every point there applies to your plan

if you have a Canada-US-Mexico plan, then roaming is included and no extra charges.  Just when you go to Mexico, enable Roaming data on your phone (and you might still get a text about buying roaming, you can just ignore it, it is a default text sent to everyone)
