Because the system would not allow me to change my plan options prior to the day my plan suspended. The day my plan suspended, I changed my plan (decreased options) and paid. The payment went through. My account says that I still owe reminder payment for old set of plan options (which i no longer need).
I just need my phone to work for the service I paid for, for this month!!!
Help.

After an account goes into suspended state, customers can no longer make plan changes. The change needs to be done though the moderator team.

As @ky01 said, only the moderators (= PM employees) can help you with account related issues.
For future reference you'll be looking for the "future date my plan" option in the plan builder in your self serve account and we recommend that you initiate it a couple of days before your renewal date.

This will require the @CS_Agent. You should send a message to them with your problem and they will be able to solve it for you.
