The answer is it sorta depends:
If the phone number is from a different provider you need to have an active account that has that phone number on it in order to port it in. If you don’t have an active account with that number then you won’t be able to do it.
If it was a PM number you’ll only be able to choose one from the available pool of numbers unless you can get confirmation from customer service that the number is not in use and that they could apply it for you.
