I have tried restarting, turning on/off Airplane mode and selecting Public Mobile manually. I'm able to send an SMS text, but cannot send iMessage or open a simple webpage like google. I've logged into page and account is active and there doesn't seem to be any issues. No recent data charges/overages.

Did you recently update your iOS? When is the last time up you updated your carrier profile?

when you logged into your self serve did you notice any data line items listed under this area?
IF not, than you used up all your data. You will need to buy an addon, or wait until your next renewal for your data amount to be replenished. Or new your plan early (no prorating though here).

Also, if you have data left, ensure you have your DATA option turned on in the settings of your phone.

@CluckingCyclist Login to My Account, check the My Data & Add-ons section and check if you see any line about Data, if you don't see any line, , that mean all your data are used up for this cycle
**example below, something like the line "250 MB at 3G speed"

Have you checked your account to make sure its Active ? When was the last time your texting functions were working ? Can you receive messages now ?
