Cannot send or receive calls in USA

Despite buying a $30 add-on for US roaming, 3G data, text and talk my phone will not send of receive calls. I can text and use data, but cannot call my son or my partner. I have an older Android Galaxy 8 phone, my partner has an Apple XS - she is able to send and receive calls with the same add-on.

The likely reason is that your Galaxy 8 is not VoLTE compatable., while your wife's XS is VoLTE compatible.  In the USA, 3G networks have been decommissioned, so VoLTE is important for calling in the USA.  You could try T mobile 2G network and talk should work on that network, but the coverage is spotty at best.
