When I attempt to place a voice call, I receive a recording stating I do not have a voice plan. I do have a voice plan and having been placing voice calls since I signed up with this plan a week ago.

The problem has been resolved.
There were extra characters in the phone number field of the contact record.

It seems to me that your account provisioning had changed.
Restart your phone make any difference. If not, send a private message to moderator for help and prepare to wait 48 - 72 hours for help.
