Cannot get 23$ per month for 6G plan

Hi,  my daughter's plan is 23$ per month for 6G at Public Mobile, and my plan is 24$ for 3G.  I want to switch my plan for that plan but I can't since it does not appear in the list of available plan on my account.  Why?

Every existing member will have a different plans options.

I just switched to the $23 plan from the $25 plan.

Login to the PM app then on the Subscription tab>Manage Subscription>Change Subscription and see you optional plans you can switch to.

it's normal, that plan supposed to be new activation only or some got it from SMS invite

Unfortunately, some plans are only available for new activations.  Also, Public mobile has recently changed to personalized plan offers for existing customers.  Each existing customer will be offered different plan options.  Most of the time, the plan offers are more expensive that the present existing plans.

That plan is for new customers. You can send a Private Message to a CS Agent and ask VERY nicely if you can switch.
