I purchased a plan today and I am stuck in the middle of porting out my number now.
Now, I want to cancel the service, and want to cancel the plan.
The question is how can I request cancel and refund for the service?

Sorry PM is a prepaid service so no refunds.
If your old SIM is still working then you didn’t complete the porting process so it will be operator error and not PM fault.

Did you respond "YES" to the port authorization request?
If so, your port would have begun from elsewhere to here.
If you DID NOT respond YES, then the number is still with the initial provider. IF that is the case, you might 'plead' your case with Public Mobile customer support agents that you have 'buyers remorse', however there's little guarantee you'll get the payment back.

How far did you go in the porting process before you got stuck? Did you use PM app to go through the port process? You're going to need the app to complete that. If you share more info, you might find help here that can get this resolved for you. Better than wasting away money because the likelihood of a refund may be slim.

once you've paid, you might as well test drive PM as there's no refunds. You do need to finish activating sing the PM app. Take a temp number then initiate port.
