I have a number I set up last year that I no longer need. It was for a property I no longer own. Unfortunately, the gmail account I used to create the account has been suspended by Google (either for low activity or because they don't like the word "condo" in the name) and, even if I appeal, they won't reinstate it.
I can't log into the account and can't find a way to cancel the monthly payment. Please help.

you can ask PM to remove the credit card from the system. Without a card, the plan won't renew and will be suspended anymore and it will be officially closed after 90 days
Since you cannot properly login, you won't be able to open the preferred Chatbot ticket. So, you will need to message them here:
