I am on a plan that includes Canada wide calling. But when I try calling an out of province number (with and without +1), there is an automated message saying that I don't have the add-on and need to buy one. What should I do? Please help.

Is it one specific number, or is it every number you’re attempting to call?

Have you tried different out of province numbers?
Maybe try re-booting your phone.
Otherwise, as mentioned above, you may need to contact moderator....

By chance, is your plan the $10, 50 minutes/text? If so, you will need to check if you ran out of minutes.
You probably already dialed 1 in front of the area code and number?

If you ignore the warning message and let it rings, will you call gets connected?
