Can't use my phone...

I purchased a CPO iPhone 8 from PM that came with a SIM Card.  I did the activation procedure bringing my old number from Koodo.  When I plugged in the iPhone 8 to charge it only flashes the Apple logo.  When I put the new SIM card in the iPhone 8, it still flashes.  When I put the new SIM card in the old 5C, I get service, so I know the SIM card works.

 

How do I get past the flashing Apple logo to use my 'new' iPhone 8?

I returned the iPhone 8 to Public Mobile - it was a dud.

I would suggest you bring the iPhone 8 into an Apple Genius Store if there is one in your area. They can help you do a hard restart or DFU if you don’t feel comfortable with doing it yourself as per instructions by @softech .

Solution #1: Hard Restart

  1. Tap the Volume Up button.
  2. Tap the Volume Down button.
  3. Hold the Side button until the Apple logo appears.

 

Solution #2: iTunes

Here’s how to use iTunes to fix an iPhone 8, iPhone X or iPhone 8 Plus stuck on the Apple logo.

  1. Connect iPhone and computer via USB cable.
  2. Select the iPhone 8 on iTunes.
  3. Choose “Restore”.
  4. Confirm restoration.
  5. After restoration, choose a backup file or stay in default factory settings.

 

Solution #3: DFU Mode

DFU Mode also restores the iPhone 8 using iTunes.

  1. Connect iPhone and computer via USB cable.
  2. Hold the Power button for three seconds.
  3. Still holding the Power button, hold Volume Down button for 10 seconds.
  4. Release Power button; continue holding Volume Down button.
  5. Select “Restore” or “Backup” when prompted.
