I've tried manually entering an APN, airplane mode, restart, reseating the SIM and upgrading my plan. Everything except sending texts works fine, others say their texts also show when I read them. My next solution is going to be changing carriers so if anyone has any last resort advice let me know! Thanks

if you have an Android, uninstall Google Message, reboot phone and reinstall and set it as the default Message app. (If you are not using Google Message yet, install it and set it as defaul)
if you have an iPhone, make sure Carrier Profile is updated and you are on the latest iOS
Also, you will need to Reset network settings after a device reboot

Try resetting the Network Setting and see if that helps.
