Can't send picture texts on my iPhone 4

I've resurrected an iPhone 4 that has been idle for five years and joined PM a couple of days ago. Everything has gone fine with setup except I can't get picture texts to send. Simple text messages and phone calls work fine. Data is turned on, MMS is turned on. To enter correct APN settings I went to unlockit.co.nz and followed directions. Restarted several times, turned iMessage off for several minutes and then back on. Nothing seems to work. When I used this phone pre-2015 with Bell Mobility I had no problems sending picture messages. I am on the $15/month plan at PM. 

Anything else I should try? Thanks!

Here's a write up from @CalgaryBen . It sounds like it's not possible unless something has changed since October, 2019.

Thanks @cellphoneuser1 . Internet works but my text messages which have photos attached will no go out. Straight text messages work fine. I'd like to be able to send MMS's over the PM network. 🙂
