I paid US roaming yesterday, but I still can’t make phone call and send text out

@Bjiang18 Hi I assume you are in the states,you must manually connect to T-Mobile you may have no luck since they are shutting down the 3g network if not contact customer service agent for a refund

Do you still see the amount you paid in your balance? If so then you need to go back into purchase add-ons and actually buy the add-on.

When you see the add-on as purchased either in plan details or payment history then connect to T-Mobile. Maybe AT&T. There's all kinds of trouble with those 2 shutting down their 3G networks. T-Mobile apparently offers talk on their old still existing 2G. You could try setting your phone to 2G-only to verify that.
