Are you possibly on a plan with limited outgoing minutes?
If so, you can purchase a calling add-on for $5. It gets you 500 minutes, and they never expire.
If you are definitely leaving here, remember billing isn't month to month, it's a 30 day rotating period so be sure to check your account to see how many days are left before you port out. Recommend porting out 3-4 days prior to the end of your current 30-day cycle.
When you do, keep the Public Mobile SIM card in the device until you receive the Port Authorization Request from your newly selected provider.

Try reboot the phone
or try reseat the sim card with a reboot

Try putting a 1 in front of the number…also try rebooting, resetting network settings, reinstalling SIM card.
