But you can still load the voucher first. call 1855-4PUBLIC from another phone, enter your number and follow the prompt to load the voucher

If you're stuck in "resume activation" page, there are two things that can cause that. One, you are trying to sign up the service with a Voucher which can not work for you but have to contact a CS Agent to set up an account for you to use one. Two, your account isn't fully set correctly and a CS Agent needs to connect them.

added...I'm assuming you mean you want to add those vouchers to your account for regular plan renewal. If you meant something different, please explain what you're wanting to use the vouchers for.
